Eric Sisco served 24 years on active duty in the U.S. military. He spent the majority of his career in the Amphibious and Riverine Forces, serving on sea, shore, and afloat staff, ultimately retiring as a Lieutenant Commander from the United States Navy. He holds a Doctorate in Disaster Management and Humanitarian Assistance.
As a former U.S. Navy officer, Dr. Sisco brings extensive experience in strategic planning, operational leadership, and risk mitigation in complex and high-pressure environments. As an operational planner for several major joint task force-level (JTF) maritime operations (Expeditionary Strike Groups and Maritime Security Groups), he supported the JTF Commander in mission-critical decision-making. He was instrumental in the design and execution of large-scale mission plans involving logistics, force readiness, and contingency operations, and played a pivotal role in the coordination of multinational and interagency efforts for force protection and deployment in high-threat maritime corridors, including the Suez Canal and Strait of Hormuz.
During his service, Dr. Sisco was a qualified Tactical Action Officer and Battle Watch Captain, responsible for managing real-time tactical decisions and operational response in dynamic and volatile situations. He led cross-functional teams across multiple platforms, mentoring junior officers and maintaining high readiness standards. His role required constant collaboration with coalition partners, port authorities, and intelligence agencies to ensure safe transit, operational success, and proactive threat mitigation.
Dr. Sisco has responded to numerous large-scale disasters, including the “Boxing Day” Tsunami, Hurricane Katrina, Super Storm Sandy, and Super Typhoon Odette (Rai). He was part of the Department of Defense’s prestigious AFPAK Hands program, serving as an advisor on international humanitarian law (IHL/IHRL) and gender issues to the government of Afghanistan.
Today, he is recognized globally as an expert in disaster risk reduction, urban resilience, and emergency preparedness. He actively contributes to the Sustainable Development Goals (SDGs) under the United Nations Sendai Framework and the Making Cities Resilient 2030 (MCR2030) initiative. His specialties include technical rescue with a focus on high-angle operations, mass casualty incident management, disaster displacement, and wilderness medicine. He currently serves as a nationally certified EMS Instructor in the Visayas region of the Philippines.
